Why Is Vehicle Certification Required?
This document legally confirms that a vehicle complies with the technical, environmental, and safety standards in force within the country and guarantees safety for the driver and other road users. Therefore, the following are subject to mandatory certification: new and used vehicles imported from abroad; vehicles that have been modified or assembled from imported kits.The vehicle certification procedure in Ukraine involves specialists analyzing documents, conducting inspections, and performing laboratory tests. - Submission of documents.
The list of required documents includes an invoice, the vehicle registration (technical) certificate from the country of origin, customs declarations or a purchase and sale agreement, the owner’s passport and tax identification number, a power of attorney (if certification is handled by a representative), and a compulsory motor third-party liability insurance policy (MTPL). - Choosing an accredited organization.

The VIN code on the vehicle body is also verified against the documents.
If any faults are identified, the vehicle owner must eliminate them. This includes electric vehicles and hybrids (which require special inspection of high-voltage equipment), vehicles from the USA (their specifications often differ from European ones), vintage vehicles (for which the certification procedure is simplified), and right-hand-drive vehicles (they must be converted to left-hand drive, as their operation is prohibited under Ukrainian law).
